Ruth Rofsky - Kakoulidou was born in Baltimore, Maryland, USA. She was awarded four-year scholarship to the Maryland Institute College of Art were she studied art and printmaking and graduated 1971, BFA Summa Cum Laude. She was awarded Fulbright scholarship to Indiana University and graduated 1973, MFA.

In Greece she taught with the University of Maryland European Division, the Nationally Sponsored Art Education Program (NELE), and the Children's Art Workshop in Heraklion, Crete.

She has had numerous exhibits both individual and group in Heraklion, Crete, Chios and Patras in Greece.
